Now, manufacturers and importers who do not recycle certain waste and packaging must pay the fee for both 2024 and 2023 simultaneously.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Who Needs to Pay?<\/strong><\/p>\n<p>The environmental fee applies to companies if the following three conditions are met:<\/p>\n<ul>\n<li>The goods and packaging are produced or imported for sale in Russia.<\/li>\n<li>They are included in the list approved by Russian Government Order No. 3721-r of 31.12.2020 and Decree No. 2414 of 29.12.2023.<\/li>\n<li>The recycling target has not been met.<\/li>\n<\/ul>\n<p>If the products are not included in this list, no payment is required.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>When to Pay?<\/strong><\/p>\n<p><strong>By April 15, 2025<\/strong> \u2013 the environmental fee for both 2023 and 2024 must be paid.<\/p>\n<p>Additionally, starting <strong>September 1, 2024<\/strong>, a new payment procedure applies to certain importers: the environmental fee will be calculated and paid <strong>at the time of import<\/strong>. The list of affected goods and packaging is specified in Russian Government Decree No. 750 of 01.06.2024.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>What Reports Are Required?<\/strong><\/p>\n<p>By April 15, 2025, companies must submit:<\/p>\n<p><strong>For 2023:<\/strong><\/p>\n<ul>\n<li>Report on compliance with recycling targets.<\/li>\n<li>Calculation of the environmental fee.<\/li>\n<\/ul>\n<p><strong>For 2024:<\/strong><\/p>\n<ul>\n<li>Report on the mass of goods and packaging.<\/li>\n<li>Report on independent recycling activities.<\/li>\n<li>Calculation of the environmental fee.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Fines for Late Payments<\/strong><\/p>\n<ul>\n<li>Late payment of eco fees \u2013 <strong>fines starting from RUB 500,000<\/strong><\/li>\n<li>Missing reporting deadlines \u2013 <strong>fines up to RUB 150,000<\/strong> per form<\/li>\n<li>Incorrect information \u2013 <strong>fines starting from RUB 250,000<\/strong><\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>What Should You Do?<\/strong><\/p>\n<p>We recommend checking in advance whether your products fall under the environmental fee requirements.<\/p>\n<p><strong>KBK Accounting<\/strong> is ready to assist with reporting, payment calculations, and clarifying new regulations.
